Chris Hubert Parker, 36 of Rome, was jailed this week after reports said he nearly starved his Rottweiler to death on Harbin Alley.
Reports stated that the dog was found severely emaciated during their investigation. Officers stated that the dog suffered from ear infections, broken teeth, two eye infections, with its ribs, spine pelvic bone easily visible.
Parker is charged with aggravated cruelty to animals.
